MAKING NEW BUILDING BRICKS FROM RUBBLE
“Escumbro.” We hear that word often at construction sites—usually followed by signs offering it to anyone willing to haul it away. But what happens to the rest? In a country where construction never seems to slow down, we quietly generate millions of tons of rubble every year. And yet, this problem is often ignored, hidden behind temporary fences and tarpaulins.
Now imagine this: in Ukraine and Gaza—places devastated by war—engineers are turning rubble into brand-new building bricks. From destruction comes reconstruction. If they can do it amid war, what is stopping us from doing it amid peace?
The Technology Exists, and It Works
The process is surprisingly simple and well-tested:
Collect and Sort
Concrete, tiles, masonry, stone—sorted into usable categories.Crush the Rubble
Specialized machines grind debris into aggregates.Mix With a Binder
Cement, lime, or even geopolymers—which are lower-carbon alternatives.Mold and Press Into Bricks
Some systems, like mobile block factories, make interlocking bricks that slot together like Lego.Cure the Bricks
Air-dry, kiln-dry, or chemical curing until they reach construction-grade strength.
These are not “toy bricks.” In many countries, recycled-rubble blocks already meet engineering standards for low-rise buildings, retaining walls, sidewalks, and social housing.
Real-World Examples We Can Learn From
Ukraine now uses mobile block factories—deployed in conflict zones—to turn debris into interlocking bricks. Each unit costs about USD 80,000 and can produce up to 8,000 bricks a day, enough to build a school in a week.
India has long produced affordable recycled concrete blocks from demolition waste.
The UK uses rubble-based masonry units for green construction.
In the Philippines, universities and some LGUs have made “eco-bricks,” combining rubble with cement or stabilizers for community structures.
If it works in these places, why can’t it work here—where rubble is everywhere?
The Perfect “Two-in-One” Solution
System thinking teaches us to solve overlapping problems together. Rubble disposal is a problem. Affordable housing is also a problem. Combining them gives us a “back-to-back” solution:
Turn rubble into bricks — build the homes we badly need.
There is no shortage of rubble, and certainly no shortage of demand for housing materials. Even if we do not face war, our construction boom—and our frequent typhoons, floods, and demolitions—generate more than enough debris.
Who Should Lead?
This is a project that naturally fits into the responsibilities of our agencies:
LGUs – spearhead local rubble collection and brick-making operations.
DILG – provide guidance, oversight, and uniform standards.
DPWH – assist in technical and engineering evaluation.
DHSUD – ensure the bricks meet housing standards.
MMDA – coordinate rubble removal in Metro Manila.
CDA – help cooperatives operate community-level brick factories.
Imagine barangays or cooperatives running small brick-making centers. Imagine LGUs turning their own construction waste into materials for relocation sites, day care centers, barangay halls, and sidewalks.
And yes—why not involve the private sector? Developers like SMDC, DMCI, Robinsons Land, and Ayala Land could participate or even adopt the technology in their own projects. They already generate rubble; why not convert it into usable bricks?
A Call to Action
We have the rubble. We have the technology. We have the demand. What we do not have—yet—is the coordinated effort to bring everything together.
If war-torn nations can turn ruins into homes, then surely we can turn our construction debris into something productive.
Instead of burying rubble in dumpsites, let’s build houses—and hope—with it.
It’s time we stop seeing escumbro as a nuisance. It might just be the foundation of our next solution.
